Pandemic Treaty? Framework Convention? Accord? What's in a name?

Negotiations continue regarding the type of instrument that should be adopted for the Pandemic Agreement. Member States have a target date of May 2024 for consideration by the World Health Assembly.

As of December, Member States are still considering Article 19 of the World Health Organization Constitution as the comprehensive provision under which the instrument for the pandemic agreement should be adopted. However, within this provision, some choices are still to be made.
