New York’s speed-first strategy came at a cost: no transportation, no home visits, and no real outreach for those at highest risk. Vaccines meant for elders went to those who could navigate complex online systems or simply show up at the right place at the right time. On paper, coverage rates looked good, but the reality told a different story.
